OSCE Chairperson-in-Office Edi Rama has welcomed the humanitarian ceasefire in the Nagorno-Karabakh conflict agreed by Armenia and Azerbaijan, facilitated by Russia.
“We need stability, both on the ground and in the process led by the Minsk Group Co-Chairs[…]The agreement reached in Moscow overnight by Armenia and Azerbaijan puts us on the path towards the resumption of substantive negotiations in the agreed format,” Rama stated on Saturday in an OSCE press release.

Edi Rama is also Albania’s Prime Minister and Minister for Europe and Foreign Affairs.
He applauded the agreement as an important step that will help both sides to exchange prisoners of war, other detainees, and the bodies of those killed in the hostilities.
The ceasefire agreement came in response to an appeal by Russian President Vladimir Putin. Armenia and Azerbaijan representatives agreed to a ceasefire in Moscow on Saturday.
The talks were held together with the presence of the Co-Chairs of the OSCE Minsk Group and the Personal Representative of the Chairperson-in-Office, Ambassador Andrzej Kasprzyk.
“The Co-Chairs and my Personal Representative remain fully engaged with the sides, and are ready to ensure every effort is focused on achieving a peaceful negotiated solution of the conflict,” Rama said.
A few hours following the announcement by Russia, both sides accused each other of breaking the ceasefire.
